• Applicant must supply proof of adequate income to support their current debt
• Rehab property is owner-occupied, and the homeowner must have been in residence for a minimum of 24 months
• Rehab property is within Harnett County
• Rehab property is a private residence
• Rehab building value must not exceed $150,000 per most current Harnett County tax assessment
• HFHHC has not performed any work at the residence over the past 12 months (365 days)
• Property taxes for the Rehab building must be current/in good standing at the time of application
• Mortgage payments for Rehab building must be current/in good standing at the time of application
• Rehab building must have an active homeowner’s insurance policy
• The requested rehab work is exterior only
• The property is not a single-wide or double-wide manufactured home
• No household members are on the sex offender registry

HFHHC Application Review (Completed by HFHHC QLO)

• The income level of the property owner and other HH members falls within current HUD income limits for Harnett County
• Property search completed to ensure Rehab property is owner-occupied and the owner has been in residence for a minimum of 24 months.
• Confirm rehab property is within Harnett County
• Confirm building value for the rehab property is $150,000 or less
• Confirm property taxes are current/in good standing
• Confirm mortgage payments are current/in good standing
• Proof of insurance showing active homeowners policy for a rehab property
• Confirm no household members on the sex offender registry
• Rehab work is exterior only (no roofing)
• Confirm that HFHHC has not performed any work at the residence over the past 12 months (365 days)
• The project scope would cost $2,500 and below (anything above $3,000 to be approved by BOD; maximum project size is $5,000); additional work would require another request to be submitted and a 365-day waiting period
• Last year’s tax return (or disability award letter or social security benefits letter) is attached to the application; incomplete or unsigned applications will not be accepted
• The application must be submitted through USPS or in the HFHHC ReStore dropbox

HFHHC Repair Assessment (Completed by HFHHC ED)

• Using an onsite visit, determine the exact nature of work to be done; take pictures of the work area and include them with a description in the work order
• Assess any safety or environmental concerns that may prioritize work and document (must include pictures)
• Price the job and estimate the number of hours to complete

HFHHC Critical Home Repair Program File Contents (Maintained by HFHHC QLO or delegate)

• The homeowner signed the application and supporting documentation
• Home visit survey results
• Job estimate
• Memo of Understanding (finalized with HHFHC ED and Homeowner signature/date indicating completion of the job) – this date will be used for the 365 days marker
• Issued permits (received from HFHHC ED) Liability waivers (received from HFHHC ED)
• Related invoices

Applications must include all required attachments at the time of submission. Incomplete applications will be denied. An application is considered incomplete if it is not signed and dated.
